Would a debris boom work for our floating moss and what is the cost?

We want to keep floating moss out of a 175' long section of lake frontage that has 4" to 8" round Colorado River Rock along the shore. Every couple of years, the ground water and lake level rises and floods the river rock and the south wind blows the floating moss into the rocks.

When the lake level drops, it leaves the moss in the rocks. We want something portable so we could deploy it when needed and light enough to store it the times we don't need it.
